Two more people have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of robbery and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

These detentions come after an investigation into an assault at the multi-storey car park at Terminal 3 this past Sunday. Prior to the incident, two women had stolen from them their suitcases after getting out of a parking garage elevator.

A three-year-old girl was one of the injured during the incident. Five people went to hospital for treatment and were later discharged.

Police arrested a 31-year-old man on suspicion of theft and assault near the location. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of individuals injured by an irritating chemical believed to be pepper spray.

The attack - which police said was a standalone incident and not considered an act of terror - resulted in train delays and the temporary shutdown of the Central Terminal Area tunnel and the T3 car park for a short time.
